Coffee Alarm in Peru! New EU Rules Drive Exporters to Asia and the USA

Peruvian coffee farmers are sounding the alarm! Strict environmental regulations from the European Union are putting thousands of producers under pressure. As the costs of certification and inspections rise, Peruvian cooperatives are increasingly seeking buyers in Asia and the United States. For small family farms in particular, exporting to Europe is becoming a financial challenge.

Peru's coffee farmers sound the alarm! Strict environmental regulations from the European Union are putting thousands of producers under pressure. As the costs of verification and inspections rise, Peruvian cooperatives are increasingly seeking buyers in Asia and the United States. This is creating a particular economic challenge for small family farms trying to export to Europe.

160,000 cultivation areas yet to be mapped! Peru is running out of time

The Peruvian coffee sector faces a difficult decision. The European Union will require extensive evidence of where coffee was grown and whether the land in question was affected by deforestation after December 31, 2020. For producers, this means additional documentation, geographical mapping of their cultivation areas, and a traceable supply chain. Those unable to meet these requirements risk facing difficulties accessing the European market.

According to the Peruvian coffee association Junta Nacional del Café (JNC), a total of around 400,000 agricultural plots or land polygons for coffee, cocoa, and oil palm must be geographically mapped. As of October, around 240,000 of these had been registered. This leaves approximately 160,000 still to be mapped—about 40 percent. These figures cover several agricultural products, not just coffee.

More bureaucracy, higher costs! Small coffee farmers particularly affected

The development is hitting smaller producers particularly hard, as they often cultivate only a few hectares and sell their harvest through cooperatives. Geographical mapping, verification of land data, and documentation of the entire supply chain create additional costs. At the same time, some farms lack clear proof of ownership, making it even harder to meet European requirements.

JNC President Delky Gutiérrez criticizes the fact that the additional expenses are not automatically offset by higher selling prices. Delays in reviewing supply documents can also have serious consequences. For example, the Huadquiña cooperative in Cusco reported additional workload and delayed payments after some members' documents were rejected. For farms that depend on regular income, this can quickly lead to financial difficulties.

Europe losing its appeal! Asia and the United States take center stage

In light of these uncertainties, Peruvian coffee producers are increasingly exploring alternative markets. The United States and Asian countries are considered particularly attractive destinations. Trade relations already exist there, which could be expanded through additional shipments and new customers. However, the search for other buyers does not mean that Peruvian coffee will completely abandon the European market.

Europe remains a major trading partner. According to an analysis of Peruvian export data, European markets accounted for around 45 percent of exported coffee volumes up to the 39th calendar week of 2026, while the United States accounted for around 33 percent. Asia accounted for only about three percent so far, but achieved a comparatively high average export price in this analysis. High-quality specialty coffees in particular could find additional sales opportunities there.

Northern Peru under pressure! Coffee farmers in Cajamarca also fighting for their future

The development is particularly important for Northern Peru. In the mountainous regions of Cajamarca, coffee is one of the important agricultural export products. Numerous families depend directly or indirectly on cultivation, processing, transport, and marketing. One of the well-known organizations in the industry is the CENFROCAFÉ cooperative, whose chairman Delky Gutiérrez also leads the national coffee association.

For producers, it is not just about complying with new regulations. Fluctuating world market prices, climate change, and rising production costs are placing additional strain on their economic situation. Smaller farms in particular therefore need support to document their cultivation areas, ensure the quality of their products, and maintain long-term access to markets with purchasing power.

Coffee association calls for help! Government intervention now sought

Peruvian coffee organizations are calling for more support from government agencies. Among other things, they are demanding better coordination in implementing European regulations, technical assistance for geographically mapping cultivation areas, and support in opening up new markets. They are also calling for sanctions for faulty documents to be postponed as far as possible until 2028.

The new EU requirements are intended to apply from the end of December 2026 for larger market participants and from the end of June 2027 for most smaller businesses, according to the current timetable. In practice, some European buyers are already requiring the relevant evidence beforehand. Peruvian exporters therefore have little time left to resolve existing problems.

Billion-dollar market at risk? Much now hangs on Peru's coffee

The European environmental regulations are intended to prevent international trade from contributing to deforestation. This goal is not fundamentally called into question by the economic difficulties of Peruvian coffee farmers. However, the crucial question is whether smaller producers can also meet the requirements without being driven out of the market by additional costs and complicated procedures.

Peru therefore faces a double challenge: The country must document its coffee production more transparently and sustainably while simultaneously creating new sales opportunities. Whether Asia and the United States can take on a larger share of exports remains to be seen. For thousands of Peruvian coffee farmers, this is about far more than trade statistics—it is about their economic future.
