Dina Boluarte is no longer president of Peru, but the legal and political review of her term in office, as well as her previous activities as a minister, is far from over. Several independent proceedings are ongoing or have been ongoing against the former head of state. These include allegations of money laundering, possible irregularities in public contracts, and the controversial appointment to a top position at EsSalud.
The individual cases must be clearly distinguished from one another. An ongoing investigation or a constitutional impeachment approved by Congress does not mean that Dina Boluarte has been found guilty of the corresponding allegations. Money laundering: Investigations against Dina Boluarte set for 36 months
One of the most significant proceedings concerns the suspicion of money laundering. In May 2026, the Peruvian public prosecutor's office initiated a preliminary investigation against Dina Boluarte and seven other individuals.
The focus is on a joint account structure in connection with Perú Libre. Funds from party members are said to have been collected through the account to settle a civil payment imposed against Vladimir Cerrón. Dina Boluarte was on Perú Libre's candidate list in the 2021 presidential election and became vice president under Pedro Castillo. The preliminary investigation was set for 36 months. This indicates that the authorities expect extensive investigations. At the same time, the presumption of innocence applies here as well. The initiation of the investigation does not constitute a conviction.
New constitutional impeachment due to possible collusion
Another case concerns Dina Boluarte's previous activity as Minister of Development and Social Inclusion. On June 9, 2026, the Subcommittee on Constitutional Impeachments of the Peruvian Congress approved Constitutional Impeachment No. 591 against Boluarte for further processing. According to Congress, the decision was unanimous with nine votes. The subject is the possible criminal offense of simple or aggravated collusion.
The accusation refers to the employment of Víctor Hugo Torres Merino in various programs of the ministry. Boluarte is alleged to have influenced his employment. There is suspicion that not all agreed services were provided, although corresponding payment is said to have been made.
Congress has since included the proceedings in its official agenda. There, Dina Boluarte is mentioned as a former minister in connection with Denuncia Constitucional 591. This proceeding also involves allegations that must be legally reviewed.
EsSalud: Dispute over the appointment of María Elena Aguilar
Another complex concerns EsSalud, Peru's public social security system. The focus is on the appointment of María Elena Aguilar del Águila as president of EsSalud. The responsible congressional subcommittee had already decided in April 2026 to partially admit Constitutional Impeachment No. 694 against Dina Boluarte.
This concerns the suspicion of incompatible negotiation or abuse of public office. According to Congress, there is communication, emails, and witness statements, among other things, that are to be investigated in the parliamentary process.
On May 13, 2026, the process took another step. The Standing Committee of Congress granted the subcommittee up to 15 working days for the investigation and submission of a final report. The decision was unanimous with 17 votes. This means it is not just a political accusation from public discussion. The matter is part of a formal parliamentary procedure.
The Juan José Santiváñez case also occupies Congress
Dina Boluarte is also part of another proceeding related to former Interior Minister Juan José Santiváñez. On March 18, 2026, the Subcommittee on Constitutional Impeachments declared a corresponding complaint admissible. For Dina Boluarte, it concerns the suspicion of personal favoritism or obstruction of justice. A related proceeding against Santiváñez concerns the suspicion of having failed to make a required report.
This proceeding is also now listed on the parliamentary agenda. It is thus another independent complex and not part of the money laundering or EsSalud investigations.
Not every investigation against Dina Boluarte continues
Given the multitude of proceedings, another distinction is important. Not every publicly known allegation against Dina Boluarte is still being pursued. For example, a preliminary investigation into allegedly forged signatures on official documents was closed at the end of May 2026. The suspicion related to a period in 2023 when Boluarte was recovering from medical procedures. The public prosecutor's office had investigated whether other people might have signed official documents on her behalf. This proceeding was archived.
Parliamentary complaints can also be partially admitted and rejected on other points. Already in January 2026, the responsible subcommittee admitted certain allegations against Boluarte for possible dereliction of duty or abandonment of office, while other parts of the complaints were declared inadmissible. A blanket statement that Dina Boluarte is being criminally prosecuted for all allegations made in recent years would therefore be incorrect.
The protests of 2022 and 2023 remain politically significant
The political review of the violent protests following Dina Boluarte's assumption of office at the end of 2022 remains particularly serious. After the removal of Pedro Castillo, severe clashes occurred in various parts of Peru between demonstrators and security forces. Regions in the south of the country were particularly affected. The decision was made by twelve to ten votes. For Dina Boluarte, the political story is not yet over
Dina Boluarte's presidency is a thing of the past. However, the legal review of various events from her political career continues. Particularly relevant at present are the 36-month money laundering investigation and the parliamentary proceedings concerning events during her time at the Ministry of Development and Social Inclusion, the appointment to the top position at EsSalud, and the complex surrounding former Interior Minister Juan José Santiváñez.
How serious these proceedings will ultimately be for Dina Boluarte cannot be reliably predicted at present. There are significant legal differences between an admitted constitutional impeachment, a prosecutorial investigation, and a legally binding criminal conviction.
